On September 28, 1993, the Argentine Ministry of Economy and the Autopistas del Oeste (Western Highway) signed a concession contract, under which the private company was to build, improve, repair, conserve, expand, remodel, maintain, manage, and operate the Western Access Highway, which at the time extended from Morón to Luján.
